Residents and Heacham Parish Council reject to condition of Kenwood Road as plans for single storey dwelling go before West Norfolk Council planning committee

A series of concerns and 20 objections have led to proposals for a single storey dwelling going before West Norfolk Council’s planning committee.

Mr S Goldring has applied to build the property following the sub-division of a site at Kenwood Road, Heacham.

Planning permission for a single storey dwelling has been previously granted twice at the same location – but plans were implemented on neither occasion, meaning it had to be obtained again.

A planning report says amendments to those original plans will see a “much smaller, modest” build – but both residents and Heacham Parish Council have objected to them being passed.

The condition of Kenwood Road itself has been cited by nine individuals who are worried it could result in vehicles being damaged.

Potential noise pollution, land ownership disputes, insufficient parking spaces and a loss of trees were also amongst the reasons – while neighbours believe that drainage may flow into their property.

However, Norfolk County Council’s highways authority said it does not have any concerns regarding road safety.

Planning officers have also recommended that the plans be passed subject to a number of conditions at Monday’s committee meeting.

The report adds that while Heacham Parish Council raised no concerns at the time of the original 2013 application, it did during the second in 2015.

Officers believe the development is an “acceptable scale”.
